Moving to GitHub Action - Adding Windows CI #193

Should we consider moving the CI and Release Packaging pipeline to GitHub Action ?

One of the benefit would be availability of Windows OS, we may have potential bugs here that could more easily be caught if tested by CI.

Note that I started some testing here: https://github.com/remia/ClairMeta/tree/feature/github-actions

I still have issues on Windows to have a working asdcplib and no access to Windows workstation to test building it, hence the delay.
