Startup: Splash Screen is unexpectedly framed by a thin black border as of 2023.8/800 #1937

Description

When launching GM on recent betas the loading screen has a darker surrounding border that disappears once reaching the start page.

Steps To Reproduce

Launch the Beta ( IDE v2023.800.0.400 Runtime v2023.800.0.419).
Observe the issue as described above.

This is still an issue in IDE v2023.8.2.107 Runtime v2023.8.2.152
