If a user attempts to upload a package to the marketplace when offline, the ide will correctly show the "no such host is known" alert, but behind this will be the package upload dialog. The alert can be closed and the dialog will remain but this can be closed by the user
Steps To Reproduce
Start GM and ensure your Marketplace publisher values are suitable.
Open any project.
Go to Marketplace > Update Existing Package and complete the form so that GM is ready to upload to any test package, but do not OK this yet.
Turn off your internet and wait a minute for the IDE to detect this (in the Help > About dialog, etc.).
Press OK on the upload form.
Observe you get a dialog telling you you couldn't reach the server (correct).
Close the error dialog and see the upload dialog was opened anyway and now has a progress bar stuck at zero.
