i had my sprites folder open while i was making default tile sets (alt + b) so i could drag the sprite to the tile set. needed to make a lot of tile sets so i was pressing alt + b a lot, maybe i went too fast and it couldn't keep up? it seemed almost like while i was pressing alt + b rapidly that game maker some how targeted something else and maybe it thought i was pressing alt + b on whatever random thing it chose to target?
Steps To Reproduce
have a sub folder of sprites with at least 20 sprites in there, zoom out so you can easily drag those sprites into the newly made tile sets once they are all made, then make a tile set sub folder and rapidly type alt + b to make 20 tile sets.
I think to reproduce this you need to follow the steps above, but make sure the new tile sets start to appear (create) below visual limit. (beyond the bottom of the screen because it runs out of room)
