Sound Editor/Inspector: Add ability to enable and create loop points #2811

Is your feature request related to a problem?

Not really a problem, but I do think that if you can change a property of something at runtime, you should be able to do it in the IDE as well, you also shouldn't be forced to do it at runtime because the IDE features aren't up to date.

Describe the solution you'd like

Add the ability to toggle audio asset looping in the audio inspector as well as define start and end loop points for a piece of audio brought about the runtime functions audio_sound_loop, audio_sound_loop_start, audio_sound_loop_end.

This also exists: https://github.com/YoYoGames/GameMaker-Bugs/issues/4042, I forgot to mention it, but I realized that a lot of the old tickets that were moved over aren't really look at that much, as there's a lot of outdated ones that can be closed too.

This would be a really nice addition! Definitely would make the process more beginner friendly.
