Code Editor: Ability to fold regions on their #endregion tag #4141

Description

Add a button into the gutter to fold regions from their #endregion tag line. This would help collapse code from "beneath" instead of having to scroll up to find the #region tag.

That would be very useful for longer regions - #endregion should also react for Ctrl+Enter.
