I can see that your IDE and runtime versions do not match. Please first of all update your GameMaker install fully and then review the permissions guide (which you can always find on the Help menu inside GameMaker and on the release notes page). This should solve your issue right away.
Please do always check that you have updated both parts and reviewed that guide every time you change your GameMaker version - at least, if you get any problems building your projects after updating GameMaker this should be the first thing you do.
(If updating and reviewing the guide does not fix this, please file a new bug report and ensure you allow GameMaker to include your currently-open project that's still showing the problem at that time, and we will of course see if something extra is going on.)
As a secondary problem, I see that your IDE version says you're still using November's release on Steam. Presumably, this means you have not read the release notes for your GameMaker install on Steam and you're still using one of the legacy "GameMaker Studio 2: Desktop"/"GameMaker Studio 2: Mobile"/"GameMaker Studio 2: Web" products.
You should uninstall your current Steam install and look for the "GameMaker" product on the store instead, as that one gets the new releases.
