Revert https://github.com/Yoast/wordpress-seo/pull/11718/files after WP 5.0 has been released, and we no longer support 4.8.x. For context, see https://github.com/Yoast/wordpress-seo/issues/11706.

11718 was reverted in this PR.

The second task, regarding wp.sanitize, is not needed since wp.sanitize is not a Gutenberg package, but a module in WordPress core.
