"Make Primary" link defect in classic editor when metabox disabled

Please give us a description of what happened.

Use the Classic Editor.

- I disabled the Yoast Metabox on a posttype (either default posts, pages or custom types).
- The metabox was disabled.
- When selecting multiple categories, I got the option to select one category as primary.
- I was unable to use any of these links; clicking them did nothing (visually).

- I enabled the Yoast metabox again for the posttype.
- Upon selecting multiple categories, I was presented with the same links to set one category as primary.
- I was able to set one category as primary by clicking the link.

Please describe what you expected to happen and why.

Either:

The Make primary link should not show when the metabox is disabled.
The Make primary link should work with the metabox disabled.

How can we reproduce this behavior?

Disable the Yoast metabox on the posts CT.
Create a new post and add multiple categories.
Notice the Make primary links, click one, it does not work.
