Can't run the config wizard #15962

I'm trying to set up the Yoast SEO pluging in my WordPress site and I can't run the configuration wizard. When I try to I get an error message saying "The configuration wizard could not be started. The likely cause is an interfering plugin. Please check for plugin conflicts to solve this problem."

I installed the Health Check & Troubleshooting plugin to help diagnose the issue. I went into troubleshooting mode and tried running the wizard while the Yoast SEO plugin was the only active plugin and the issue still occurred.

I have the Photography Theme active by ThemeGoods.

I'm running WP version 5.5 with the latest version of the Yoast SEO plugin. Currently running in Chrome.
