Canonical When No Indexing #21681

Currently there is no canoncial tag output when the WordPress site is set to noindex. This also applies to the JSON head in the REST API response.

This isn't ideal for headless WordPress sites using something else for the frontend as the WordPress API site will always be set to noindex.

Please can we review and assess adding canonical tags in, even when set to noindex? Even if it's only in the REST response, as it is a huge feature missing from the JSON head data which is very much needed for the front end of the site.

Not all WordPress sites these days are monolithic and this should be considered.
