The Easy Social Share Buttons for WordPress: https://codecanyon.net/item/easy-social-share-buttons-for-wordpress/6394476 has the ability to optimize hashtags for Twitter.

We should consider adding such a feature to optimize hashtags. Twitter has a guide on how to make good hashtags. We could include checks for these: https://support.twitter.com/articles/49309
