Summary

This PR can be summarized in the following changelog entry:

Adds a Redux action and adapts the SEO analysis reducer for adding a notice to a specific keyword, to be shown inside off the metabox. (Needed for https://github.com/Yoast/wordpress-seo/issues/11289 ).
Adds a new color in the style guide, used for the background of the notification.

Closed since we've decided not to implement any notices concerning the keyphrase after all.
