Updates pipeline to use new run_local_BLAST instead of run_BLAST
run_local_BLAST wraps NCBI BLAST+ blastx to perform a local query rather than a web scraping.
Also includes a script to download the sequences from archive.geneontology.org and convert into a BLAST+ database.
