IPP dev package #18

Hi all,

could someone tell me where to find the IPP dev package (header and cmake files)? If I'm seeing this correctly, the IPP recipe downloads and install debian packages, none of which contain the IPP dev files. Also, the built intel-oneapi-ipp-dev package is empty.

For anyone wondering, it seems the dev files are provided in master/scarthgap, not in kirkstone.
