redfish: Fix ruleset to work with updated Ruleset API #49

Werk 16640 introduces incompatible changes regarding the validation in rulesets. This fix updates the ruleset code to the version shipped in the MKP version 2.3.31 and then updates the validation to be compatible with the Ruleset API
