Updating GitHub Actions #22

Hey folks, just a PR here to bump all the actions to their latest versions (boy were they out of date). I have set the versions to the commit hash as best practice and added a dependant.yml file that will check for Actions updates daily. Any detected updates will update the hash and include the human-readable version number as a comment at the end of the line.
