Charts Cut Off on Mobile Devices #2

The graphs load on mobile devices and are functional. However, they get cut off. Either the graphs should resize or the page can allow for horizontal scrolling.

I submitted a partial fix that allows the entire charts to show. The legends are cut-off. This feels like a bootstrap/jquery issue.
