Adds a dehumidifier, a bit like a portable heater or atmos pump #817

I'm trying to get back into the habit of committing one very minor (and possible quite different) change per day, to improve my knowledge of the codebase and give me a bit of experience with sprites, and so on.

Today's change: a portable "dehumidifier" and pump, with sprite lovingly awfully inspired by stolen from the space heater. image

It uses a cell like a space heater and slurps away water at twice the draining rate of the static "drain" object. The water just goes into the magical void. It's mostly just a placeholder utility item until piping and such is in, that can be mapped in and allow people to deal with floods in odd places. It has an animation for when active, a sprite for the hatch on the side for you to take the cell out, etc. It doesn't/can't run off area power - cell only.

Given loads of this is just cribbed from the space heater I'm gonna call overhauling to NanoUI and similar scope creep for now because it'll set me down a path of updating everything I can find which will be crushingly depressing for me.

Icon is also missing... I've somehow lost that too. I fucked up with that merge. :|
