Allows clients to rescale the UI based on window size and icon size.

TODO:

[ ] Black out icons beyond world.view to minimize pay2win big-monitor powergaming.
[x] Update binoc view reset.
[x] Update ship sensors view reset.
[x] Update admin view distance verb view reset.
[ ] Check that movable UI objects work okay.
