Description: Allow staff involved in a ticket to appeal the score where it's clear bias has played a role in the score.
Use Case: A user may give a 1 because in their minds the moderators not agreeing with them is the same as the moderators not listening to them.
Proposed Solution: Update the survey response to be NULL.

Priority: Minor
Reason for Priority: Should be an easy implementation.
