Having no Alliance Leader #69

Probs make it so the alliance has to have someone in the leader position to stop things happening where no one can change other roles.

Also make it so the leader role has full access and you can't change it. otherwise, idiots will remove their own permissions.

I'll probably end up pushing this at some point tonight/tomorrow, just need to make another migration and some small edits.
