Fix incorrect I/O block clock net names #62

This resolves issue #61

After grepping for INPUT_CLOCK and OUTPUT_CLOCK in the arachne-pnr sources I've decided that this fix is so obviously correct that I feel comfortable merging this PR right now instead of waiting for @cseed to merge it. I hope that is OK. Thanks @madscientist159 for looking into this issue.
