cocotb - Dev version present in the latest release instead of the latest stable release #111

The cocotb installed is the latest dev release which is not backwards compatible with the latest stable release 1.8.1 (on April 2024). The matrix_multiply example of cocotb fails. Requesting the oss-sad-suite-build to use the latest stable cocotb release instead of the latest dev release.
