PowerShell start environment script #98

A PowerShell script equivalent of the start.bat batch script

This would be useful for users who primarily use PowerShell

This pull request complements my previous one, that created an environment.ps1 PowerShell script

(This is my first time making pull requests so I accidentally made two separate requests instead of combining both commits into one, sorry!)
