MERGE command allows vars to have 32 subscripts - maximum should be 31 #173

Description

Need to find out why 32 is allowed and drop it by one.

Draft Release Note

Maximum number of subscripts for MERGE command is now 31 like the rest of YottaDB. It used to allow 31 subscripts.

Issue created in error - have determined this was fixed in V63001 (GTM-8583).
