Move issues associated with the back end to the back end repository #12

The web service API now has a functioning separate repo. Should move all issues related to that to that repository.

All issues marked with API issue tag have now been closed and moved to the API repository. All issues that get created here and the issue is then discovered to be with the API will then have this label before being closed.
