Modifier layout does not fill size of container #52

The modifier fragment layout I built does not expand to fill the size of the container its in. It should. its height is set to match parent but it stubbornly appears to only be a certain size.

Right now I am assigning wontfix to this but if anyone finds out a solution when playing about thats cool too.
