It was unclear at the time that the labels were not present in the pilot 3 graph. Every code is supposed to have a literal notation, a label and, if available, a definition. You will find many examples in the taxonomies graph which relies on the SKOS vocabulary.
In Pilot 1, labels for CPV codes are provided via eLOD properties. Please follow the same approach.
