[x] 1. Extend DB for iduser (already has id, fivem and name) with boolean banned and banEnds
[x] 2. Add commands /ban, /warn, /strike

/ban must ban player and add entry to DB. /warn create a warning in DB for player. /strike create a strike in DB for player, after 3 strikes - permanent ban

[x] 3. Add commands /unban, /unwarn, /unstrike
