Notification for ongoing TR cannot be expanded on S3 #230

On certain devices, such as the S3, the ongoing TR notification cannot be 
expanded and thus the quick-action cannot be used.

On the emulator with a Galaxy Nexus config everything seems to be fine.

We should however revert to the old stikcy-notifications system where the 
notification are shown in the regular list of notifications (just not 
removable) and not as an ongoing notification in the special area.
