As of the release of Win32-OpenSSH 8.9 in March 2022, FIDO2 authentication is now natively supported on Windows openssh-portable. Please update documentation to reflect this change. This can be installed on Windows by way of either downloading the applicable .msi from github, or using the winget package manager cli on latest Win 10/11.
