the openpgp-card standard defines commands that may be used for life-cycle management of a card after both pin1 and pin3 are blocked.

command e6 (terminate df) can be used to terminate the application command 44 (activate file) can after that be used to completely reset the card

So it can be reset by using this instruction

ATM you can reset it right now, like Klas told me, by flashing the key with a new/the same .cap again.

Warning: I don't think Simmel means the NEO can be reset using those instructions now. In fact, I think I bricked the OpenPGP applet in the NEO using those instructions.

Fixing the applet after it was bricked was as simple as building and re-installing the ykneo-openpgp .cap file.
