Update config and allow localhost

Problem

1 Config version lower than upstream.

Fix CSV import fails.

Solution

1 Update config to upstream latest version.

allow localhost to fix CSV importing.

Need YunoHost to help confirm whether we can only request Firefish itself after allow 127.0.0.1 and there will be no SSRF security issues.
