Fix Uncaught ReferenceError: enableJaaS is not defined

Problem

Fix https://github.com/YunoHost-Apps/jitsi_ynh/issues/134 . There is this JS error which prevents meetings form being started on the Jitsi Android app.

Solution

Define and initialize enableJaaS in jitsi-meet.config.js.

Automatic tests
