Apply workaroung from https://github.com/mastodon/mastodon/issues/15751#issuecomment-873594463

Automatic tests

Tested with package_check on bullseye testing Upgrade from earlier version doesn't work as they can't even install on bullseye summary

systemd services might break on buster because the last Environment= will be empty, and from documentation :

       If the empty string is assigned to this option, the
       list of environment variables is reset, all prior assignments
       have no effect.
