First user and team is not created on ARM #306

On ARM, the third-party package we use doesn't package bin/mmctl yet (see https://github.com/SmartHoneybee/ubiquitous-memory/pull/136) ; so the creation of the first user and team is skipped.

We should fix the upstream ARM package so that it includes the mmctl binary.
