Automatic tests

What' new ? the file config.local.php must be a copy of the file config.dist.php, in this release some lines and new constants have been added. I have test how use a completion addresses, this need have a new directory to works since the install/upgrade, so I add the path $data_dir/data/local_addresses, the line const LOCAL_ADDRESSES_ROOT = '__DATA_DIR__/data/local_addresses/'; in the file config.local.php, an explanation how to continue on ADMIN_fr.md. I added also the explanation for the need on a new install to do a first upgrade.
