Problem

Upgrade to new Searx 0.13.1 Remove the need to maintain a settings.yml file that requires some merging at every upstream release.

Update upstream archive reference Upgrade install/upgrade scripts to update the reference settings.yml file with the required changes.

Work finished. Package_check, basic tests and upgrade from last version OK. Could be reviewed and tested.

When the PR is mark as ready to merge, you have to wait for 3 days before really merge it.

Seems all good. Should we wait for a last LGTM ?

Generally I don't think so, and particularly here as the application is broken 😄 Will be merged in 3 days
