Upgrade synapse to 1.59.1

Problem

Synapse is outdated
I am hit by bug https://github.com/matrix-org/synapse/issues/12755 (https://github.com/matrix-org/synapse/issues/12763), fixed in https://github.com/matrix-org/synapse/pull/12762 and released in 1.59.1; this made my synapse log grow to 100G in no time.
