Packaging v2 + update to 1.7.1 + use PHP 8.2

Problem

• App obsolete
• App uses packaging v1
• PHP 7.3 is super EOL

Solution

• Upgrade upstream to latest
• Upgrade to new packaging format
• Use PHP 8.2
