No Contributing guide exists, which leads to error 404 on clicking #96

Steps to reproduce the behavior:

In index.md inside the Docs directory, the document has a contributing document link, but that doesn't exist.

Go to https://github.com/Yuri-SVB/Great_Wall/blob/main/docs/.github/CONTRIBUTING.md, the URL doesn't exist.

Expected behavior

There should be CONTRIBUTING.md guide to tell new open source developers how to contribute to GreatWall.
