libretro: Add mouse support #31

Add 2 mouse mode: classical and touch, configure via the retroarch core options. touch is for phone/pad, which dosen't have cursor, or retrotro window mode with system cursor classical drawing its own cursor, usefull for retroarch fullscreen/focus mode
