Create a Github action to deploy applications on seelf instances easily within a CI workflow.

In the future, we'll probably do the same for other providers such as Gitlab.

An initial version is now available at https://github.com/YuukanOO/seelf-deploy-action!

It should provide a good starting point.

edit: Reopening since the documentation should mention it.
