Description

Implement a flag which prevents item usage in a region. The items can include all items or can be configured with a set of items or items from a specific mod.

Todos

Implement a list-flag class
Prevent all items from using
Prevent specific items from using
Prevent all items which match a mod/pattern from using

Definition of Done

[x] Added flag which prevents all items from being used
