Flag type for e.g.

Spawn flags with include and exclude entities
Break blocks with include and exclude blocks (and blocklike tile entities)
place blocks with include and exclude blocks (and blocklike tile entities)
...
[x] Save list of strings for ResourceLocation identification
[ ] Maybe meta information about ResourceLocation?
[x] De-/Serialization
