Add volume controls and default token source

This is a stripped back version of #23 to split out the ground work.

This PR includes the following:

• Add a volume slider which controls a multiplier for sound volume in each macro (I was going deaf testing these)
• Add "active combatant" as a fallback instead of "currently selected token" (we like "click to release token")
• Add a "macro" (a script in the tooling folder) to run each FX macro in-game, this was used to make the demo above
• Add a system to pack/unpack the macro DB to allow the macros to be edited in a coding environment outside of Foundry
• Add a NodeJS package.json to define commands for pack/unpack scripts
• Fix on-startup error due to empty en.json language file
• Fix the "Displacer" macro which was broken by a bad git merge (Closes #21 / Equivalent to #22)
• Developer git/IDE QoL files

This is a subset of what's in #23, correct? That is, all the changes in here are also in #23?

Correct. I was attempting to make the underlying "non-functional" commits easier to read, but it is likely more confusing than helpful.
