Adds basic Combat Doctrines

Hey sorry, can you atomise the squads as a seperate PR? I'd put that into main. I'd like to move the doctrines back a bit so we get them right. Things like shock assault ect. should give more bonuses than just starting gear. It's best we take our time with it and get it proper.
