adds a new rescource and the opportunity to forge stuff rather than buy with req
adds the "tech_heretic" trait and peer to peer corruption of tehcmarines from tech heretics and reporting to the chapter master of such corruption individuals (dons't do much yet but its a base point)

researching stc benefits so there is now actually a viable reason to trade an stc (subject to balancing but based of current playthrough lengths i think i've got the balance pretty good)
tech point requirements for all craftable items (again subject to balancing but i think they're alright)
player can now craft stuff when renegade but may not build using requisition as pre usual, making renegade run-throughs a little bit better
forge master promotion event overlooking tech that think they're better for the job or arn't supported by other techs will cause loyalty hits
