Vehicle equipment rework #309

enables a bunch of equipment, gives em stats, allows stuff in stores, and balances equipment in a temporary fashion and partially enabled dozer blade for vehicle melee although most of the changes except whats expected to be useful for future vehicle rework have been revoked due to potential issues and the fact the code will be rendered obsolete.

todo for when vehicle rework comes out: fully implement dozer blade and make vehicle flame weapons work in melee probably adjust stats of weapons enable last few weapons that havent been implemented and likely rename or duplicate some equipment (ie dreadnought uses what is called twin linked flamer sponsons since the stats would be the same for both.) enable mobility equipment on dreads, and see about using the 4th slot for either secondary weapons for claws (as per lore). change the vehicle new equipment stc bonus to something else

todo for any time but i am not planning it for this update or in the immediate future: implement forge integration for vehicle equipment/forge research projects to match it. make new weapons use existing sprites or make new sprites for them (ie dread power fist/lightning claw could use close combat weapon sprite)

this pr has been play tested to a moderate level by rolling for a start on nid infested worlds and testing vehicle equipment against them. A handful of weapons are not shop purchasable as they are likely meant for special drops. If its in the scr_weapons_equip on dreadnought, or vehicle slots then its an item you can use for a reward item.

weapons were balanced around infantry weapons where possible, or dreadnought weapons where applicable. Damage values either directly matched, or using them as a base range. of note is that a lot of vehicle weapons have armour piercing. A number i wouldve rather not given ap to i did anyhow to match with heavy bolters having ap.

All requested changes have been made, and it has been fully tested. Requires a new save game for full functionality.

pretty much every compile needs new saves due to the haphazard non adjustable data settings of most of the game
